In Gilbert, Chandler, and the newer parts of Mesa, it's hard to avoid an HOA — that's just what the newer Valley looks like. The question isn't whether there's one, it's what the fee covers and whether it's going up. A $90 fee that includes the front yard and the pool is a different animal from a $250 fee that pays for a gate nobody uses.
